Add chinese Language Support for Bulletin Board & Topics Merged

My teachers can post assignments using Chinese language characters, but they are not able to use the same characters in Topics or on the Bulletin Board modules.

    Our Mandarin teacher is requesting the ability to use Chinese characters in Topic Titles, Assignment Comments and Messages. Also when students submit documents with Chinese titles, they become "???". Thanks for considering.

    Chinese language support in all the modules would be especially useful for intermediate and advanced students, helping them to honor their Chinese-only pledge.
