Fix Report Card Builder formatting issues by removing extra gridlines created by assessment skills. Merged

When adding Assessment skills to a report card that already contains standard mark fields, unnecessary gridlines are added, giving the appearance that marks are missing. There should also be a proper break between courses. The attached screenshot illustrates both issues.

    Grid lines make it easier to follow the objective across to the grade. The old report card builder didn't add grid lines around a field that is empty which gives the report card a much cleaner look. Please transfer this coding to the new report card builder.
