Online submissions - JPG downloads, does not open in new window

Is it possible to get it so that when teachers click on a JPG that has been uploaded that it will open the graphic in a new window instead of just downloading the file? Prior to Online Annotation the file previous displayed in a new window.

    This is very important for teacher buy in - this is a barrier to workflow!
