As a Conduct Manager, I need to be able to change the name listed in the "Reported By" area. Merged

I need to be able to change the name in the "Reported By" area for infractions. It is problematic if I leave a teacher's name in there and use the email function to send the infraction out to parents. It is better if I can change the teacher's name to my name.
