Change comma delineation requirements in form fields for custom forms

When using the Form Field Type: Drop-Down Menu Multiple, the system deletes text that is entered with commas because of the parameters built into the form that state values can be added all at once here by separating them with a comma, e.g., value_1, value_2, value_3 after a comma is placed and it separates the items after the comma in the sentence and adds it as different selections. It is necessary for us to have a selection in the drop down with a sentence that includes commas such as in item 20 " Application to another high school, transfer, or withdraw from GDS"

We do not want this line to say "or". We want commas to delineate the options.
