Allow changing of Grade Plans on Courses per year

Currently once a course is connected to a grade plan it can't be changed. This makes it difficult to re-use courses when things change. Could the course to grade plan linkage be on a school year basis rather than once forever? Similar to how other aspects of grading setup are year to year.

    This is very frustrating to do. To change a grade plan in a course, one has to create new course, new sections, set up scheduling, export grades and comments, move the students, move the bulletin board and topics, move assignments, move attendance - and most of these are manual processes.
