Don't show blank report cards

We issue a Mid Quarter Report (progress report) for those students that receives under an 80 or if the teacher has a comment they would like to make about the student. It would be nice if only those report cards that show a grade or a comment are displayed.

    merge with K12-OR-I-1878 , K12-OR-I-2820 , K12-OR-I-3199, K12-OR-I-2243

    This is a loss of functionality with the new builder. The old builder worked this way.
