Teachers and attendance managers are still receiving notifications for courses where all students have transferred or dropped out. Since there is no attendance to take, these notifications are unnecessary. Current workarounds are to manually disable attendance for the course (undesirable if students transfer back in) or remove the teacher (undesirable because they lose access to the course).
