Past Student Report Card Access Merged

I would like for Past Students to have the ability to view Transcripts/Report Cards via the Progress Tab similar to Alumni/ae and Students. Parents of Past Students and Parents of Past Alumni CAN see Report Cards.

    We progressed our seniors to alumni today so that the transcripts would read "Graduated on..." However, we are not done with processing the spring trimester grades, and it is problematic that advisors can no longer see report cards and that proofers can not see comments in OnRecord.
