Allow Past Student and Parent of Past Student role to access report cards just like Alumni and Parent of Alumni Merged

Many of our students leave for a year or two and then return. Giving then then ability to view part report cards is necessary. Also it is incongruent to allow Alumni the ability to view past report cards and transcript but not allow Past Students.

    We have essentially the same issues here. This would be a welcome addition!
