Round Suggested Award amounts to the nearest $100 (or nearest $10)

Currently, the Suggested Award amount is not a rounded dollar amount, resulting with cents when splitting by installment payments. Thus, we cannot mirror the Suggested Award and have to re-type it in which is inefficient and may lead to errors.
