Notify school admin (in addition to the payer) when a BNGN payment fails.

When a BNGN payment fails, the payer is notified, but the school is not. The school is notified only for the purchase of the items (and they all appear to be successful). It's cumbersome to have to run transaction reports to determine what payments fail and then reach out to the families in case they haven't submitted a second payment.
