Bulk reconcile application fees

retake doesn't change grade, have to delete 0 first
When a student has first received a 0 on an Assessment, and then retakes the Assessment, the 0 needs to be deleted first. The new score does not override the previous. This is an additional step for the teacher, and one they have to remember.0
