Allow deleting of posted charges, and bulk deleting of charges from list
Sometimes we make mistakes! Once a charge is recorded as posted it can't be deleted - please allow for that (so that charge is not seen on record at all). Also, from a list, allow for mass deletion of charges.0 Needs review

Optionally change GL on adding new charges
When creating a new charge, give option to change GL from default. For example "MiscCharge" item could be wide range of GL #s, not just one that is set as default in billing year setup.
