Allow the "Allow users to remove their name from the online directory" to be set on a role by role basis

It would be nice to have a little more flexibility with this setting instead of the "all or nothing" method.

    We have found that some parents want to hide their accounts, but when we enable this feature students end up hiding their accounts also which makes it difficult for faculty who use the directory to pull up student information...
