Allow 'set default School Level' for School Level dropdown menu, per user

Currently a user may set their landing page for signing in. It would be useful, when processing a lot of information in a school with multiple levels, if a default setting (at user level) could be chosen for the 'School Level' dropdown.

Ex: Someone working on middle school records in a school that also has an Upper and Lower school has to change this dropdown from 'Upper' to 'Middle' constantly. A default (per user) would let them change this without affecting those in the Upper or Lower school also.

    Agreed, it slows work flows way down by always having to select.
