Add the ability to pull recipients or users regarding into school forms through a list that I have created.

Currently, school forms can only be assigned to recipients by role, grade, school year or group.  I would like to the ability to assign the form to recipients based on a list that I have created. This would give much greater flexibility to assigning forms.
