Additional Contract Status for Signed But Not Submitted Contracts

We'd like an additional contract status for contracts that have been signed but have not been submitted. Right now it's either Saved or Submitted with nothing in between. When we require more than one signature on a contract, we'd like to be able to find those users who have one or more signatures on a contract an are still waiting on the final signatures.

    This also tells us that a deposit has been made since it doens't show up in Reconcile Fees (I think it should, but) until BOTH parents have signed and submitted. So the status here could be "Deposit Paid". While a has to pay to submit, I don't think they have to submit after they pay, but why wouldn't they? So in essence, this would be like a status of 1 signature in.
