Allow multiple submissions of an assignment (like Draft and Final)

I would like the ability to have Draft and Final options on assignments, letting students submit and have multiple drafts annotated before they submit a final assignment.

      Also, allowing multiple submissions, not just files would aide this process.

      I absolutely agree!  Why would you have annotation and not allow the student the change to make changes to homework and resubmit.  Otherwise, it's just a grading tool!
