Add option to require "any term" course requests
Students in certain grades are required to take specific courses. These are one term courses that may be offered in multiple terms. We do not want to restrict students to taking these courses in a specific term.

You can do this today. On the course, you can choose to only allow Any Term to be selected when the course has more than one start term. Then when you require the course for the group of students, you can choose Any Term as the term.
