Ability to define default year for Course Request and Reporting Merged

After changing the Current Year to the new year, Course Requests and their reports will default to the next Academic Year. This causes the process of reporting on our Course Requests to be more time consuming. We would like to be able to define which year should be the Default Year for Course Requests and their related reports separately from defining the Current Year.

    Being unable to see the complete students for academics will be a problem when I do schedule master
