Show Conduct Status in all cases

Currently the Conduct Status summary (which shows the total number of Infractions) ONLY shows if there are pending consequences. So if there are none, that box is not there and if you want to know the total, you have to count them! This summary should ALWAYS show if there are any infractions and you should change the label of Current Consequences to Pending Consequences to make the label accurate

    The student view of Infractions and Consequences is MUCH better in terms of data and detail than what can been seen from the admin side. Could that view be available to Conduct Managers?
