Ability to reset infraction thresholds to zero at start of quarter

We use a threshold of total infractions (all types) and want students to be able to start each quarter clean with zero infractions.  This causes us to have to delete all infractions each quarter.  We would prefer to be able to keep the past infractions, so they are visible to the parents and students.

    We would like only infractions dealing with attendance to reset to zero each quarter, but other types of infractions to remain as is. We would like past attendance infraction data to still be visible, too.
