Allow report cards to accommodate multiple assessment comments for students enrolled in multiple sections of the same course.
Currently, adding a comment to the second instance of the course causes the previous comment to be stricken and replaced.

This has been implemented with our new report card builder that was made available to all onRecord sites in the July release.
