Add feature to email or message selectable/custom lists of students and parents

One of the most-requested features from faculty and admin is to be able to send an email or official note to a custom hand-picked group of students and/or their parents. There are frequent use cases for this across multiple areas - in the classroom, for COVID contact tracing, for various compliance questions, attendance, clubs/activities. This exists (in some form) in EMS. Please consider adding this feature on the school side! Note these similar requests:
