Add ability to sort Infractions in Conduct Approval

Right now, infractions are sorted newest first. Since we use infractions for attendance, it would be helpful to either sort infractions by student, or group infractions for each student together.

    This is so frustrating! It only happened with the latest update. I use the confidential notes to update the status of our attendance infractions, which changes the order that they're listed in conduct, which is had when I'm just going down my list trying to send out second requests.
