There's an advanced list template that you can modify to give you this information.  I believe it's the one named "Current Year Academic Grade Detail".  I had to call support to learn that Assessment Grade Plans have their own table set - Assessment Grade.  I was trying to get results from the fields available in the Grading section.  Once I selected Grade Plan from Assessment Grade - I was able to pull the list of students missing grades by specific grade plans.
