Presently the List > Consequences worklist is only available to Conduct Managers. If I clone the role for Conduct manager, the Consequence list task only functions correctly if the Infractions task is also enabled. Without this task, the Modal window to edit the consequence does not pop up.

We would like to be able to assign someone to be in charge of handling detentions by using the consequence list, but do not want them to have access to change settings on infractions in onRecord.
