Access to Candidates should be available in Billing Management (as opposed to just Students and Incoming Students). I am currently in a situation where a Candidate became an Incoming Student, began paying tuition, and then decided to delay enrolment for a future year. Because this record is now back to the Candidate role, I am not able to access any of their billing information. This is necessary for refund and audit purposes.
