Currently when a transaction is deleted, or when a payment plan is deleted, there is no audit of who made that change anywhere. It is easy enough to view who made a change to a transaction that still exists, but when it is deleted, all traces of it are lost. We really need to be able to maintain an audit log of all changes in Billing Management, including when things get deleted and by whom
