Need a role other than Platform Manager that can upload User Files in Core

Presently the only role that can upload User Files in Core is a Platform Manager, which is another case of me needing to give someone way too much access in order to perform a fairly routine task. A Files Manager role with this ability is needed.

    Agreed, this is really needed please..... Can't have a platform manager be the only one that can upload files to a student record. Cloning a role isn't a solution because it gives too many permissions such as system tools, bulk file management. Just need a role that allows files to be added to a student record without all of the other permissions, no deleting folders, files etc.
