Allow Financial Aid to Calculate amount by percentage

Provide an option to calculate Financial Aid by a Percentage based on tuition. If you have tuition assistance based on percentage of Tuition the ability for the system to calculate the amount and populate the amount of Financial Aid instead of manually calculating the amount.
