In Tuition Management: Allow Discounts to be applied to a designated group of Fees instead of discounts only going crediting the bottom line

If we could designate discounts to only credit specific fees, then when we award discounts for Books or Technology expenses, the families could track their own balances within TM troughout the year.

Right now, if we apply the full award as a discount, TM immediately deducts the entire amount from the bottom line.
