We want a large yellow note for every profile searchable through the People finder in Core, onBoard, and onRecord to display important information in a highly visible manner. Merged

We need the capability to enter alerts (such as sever allergies, restraining orders, etc.) in a yellow "comment bar" in People Finder for currently enrolled students. Right now, comments can only be entered when student is an applicant. Yellow "comment bar" needs to be visible anytime a staff pulls up the student.
