Allow for monitoring of internal messages in the Inbox

We would like to have the ability to grant users access to monitor the Inbox messages in the system. This can help our Department Heads to better track communication between students and teachers, and within the faculty directly. Having this information in the form of a Report or Sky List with links to view a specific messaging thread would be extremely helpful.

    It's problematic to ask teachers to use this feature as a primary mode of communication with students but not have a way to find out if students are actually reading the messages.
