Fields in tables might change through the years as needs and norms change.  Right now, if we delete or change a table value, that value will be deleted or changed across the system.  We need a way to deactivate a value so that value remains in older records but can no longer be used or viewed in newer records.  Raiser's Edge gives data managers the ability to do this.
