Stop the ability for the Master rollover for Academics from being submitted more than once while it is running.

When doing the master rollover duplicate sections can be created, if the customer hit submit multiple times while it was running as stated in this kb https://kb.blackbaud.com/knowledgebase/articles/Article/103337. Can't the system stop this?

    I hit 'Run' only once, but received an error page after hitting 'save & exit' on the final screen. The error message told me to 'wait a few minutes and try reloading the page', so I went 'back' and hit 'save & exit' a few times, until I 'timed out' and chatted with a BB agent. Consequently, I will need to delete duplicated sections in all courses, which is a time suck. Why the error message, and why not a message telling you to cancel and start from scratch?
