Allow control of who users can message

Right now a parent can only message teachers or staff they are connected to. A parent should be able to message administrators or possibly other teachers if needed. Can this be added as something to control?

    You could probably get around this by making an Admin Community group to which all parents are members? But that should not be necessary.
