When searching by ADDRESS, OnBoard needs to stop default populating the state

When you choose a state, then you have to click out of the box to delete the autopopulated state.. it takes too much time and muddies the process.  It is so clunky...please fix it.

    To be specific, the STATE ends up being place in CITY...which then needs to be deleted to complete the search.
