Create a notification option for "assignment marked incomplete or missing"

A notification option for "assignment marked incomplete or missing" for students and parents would take the even more burden off the teacher and remove the excuse for parents and students that they "didn't log in to check on progress."

    we implemented missing assignment notifications a few months ago.

    We are considering adding an infraction in Conduct that relates to missing assignments - which still puts more burden on the teachers-  but does give us the option to send a notification to the parents - and allows the department heads to monitor how often a student receives this infraction.
