This would be another solution to the problem we are having with restrictive reports that aren't able to get data to the roles that need it most.  To have one single "Gradebook Manager" responsible to monitor missing or incomplete assignments for a school group of 1000 kids and 150 teachers is  not only unmanageable but a privacy and confidentiality concern.   These types of things are more easily and wisely managed by the persons most responsible for the student every day.
