Allow Conduct Manager to mark consequence completed in Approval step

Our first consequence for an infraction is a warning. This is generally given by the teacher who authors the infraction. It would be helpful for the Conduct Manager to mark the consequence completed when she/he approves the infraction instead of having to go to the Consequence List and marking it complete there.

    The current workflow requires too many steps -- this should be easy and simple

    Alternatively, if there was a way for a consequence to be setup (ie Warning Given), which would always be marked at completed by default.
