Having the date and time stamp does not serve an overall purpose. The document can be dated with a dated signature line, or a manually entered date that indicates the date(s) the document is agreed to be active. For those that find the information useful, it can remain an option. Perhaps, if complete removal of the date and time stamp is not feasible, then a "Revised 00/00/0000" date and time stamp can be added.
