Report Card Builder Copy Template and change School Level

It would be helpful to copy a template and select a different school level in the copy. Right now when you make a copy, it is tied to the school level that originally selected.

    Very frustrating and inefficient as we need to have the exact same format for 2 different school levels so this forces users like me to spend time duplicating something that already exists. This applies to the "New Report Card builder" too.
