Edit subject for Official Notes Merged

We would like the option of composing our own subject in the Official Note. It currently does not have a subject line available.

    That's odd- we are able to change the subject line. We have it set up so you can choose a "type" and "template" and even though the "template" populates the subject line, it's still able to be edited. If you choose "none" under "template," then it doesn't populate the subject line at all.
