Currently, if a Manager deny's a Learning Profile, the only people who then can edit it, is the Manager. Add an ability for the "Learning Profile Staff" to re-edit and submit for re-approval.

I think this would require "Learning Profile Staff" to see their own Learning Profiles that are pending, or Denied.
