Add a notification option when assignment feedback has been added

We can turn on the ability for students and parents to receive notifications when an assignment has been graded. This generates A LOT of emails for parents and students. They would like to be able to get notifications for ONLY grades where the teacher has also recorded a comment in the Assignment Feedback section.

    The feedback needs to be visible NO MATTER what status the assignment is in. Right now, teacher feedback is only shown when the assignment is completed - and this is by design. Feedback comment notification would be a great band-aid to this design flaw.

    Great idea! It's hard to find the right balance between too many notifications and not enough. This would give teachers the ability to send SOME notifications, and just to those parents of students who have something extra to view--assignment feedback.
