Allow checklists to be used for Re-enrollment.

Currently checklists can only be used for new candidates. It would be helpful to allow a checklist to be assigned to students during the re-enrollment process as well.

Edit the Service's drop down for the screen name field in the Digital section of the contact card

Current the list to choose from is a bit dated. I would like to use this field to capture user names for applications like WeChat and WhatsApp. Having this drop down editable would allow us to change as the popularity of applications change.
