Add a new role that is able to set temporary passwords

Assignment Center showing duplicate assignments

This may be a reported issue (if so, please attach me!) but for a number of our teachers, they are seeing double assignments in the Assignment Center, but they look fine in their classes.

Allow parent to set/reset their child's password

Since 1st through 5th grade students are too young to have personal email accounts, we take the burden of handling forgotten passwords. It would be great if the parents/legal guardians had the right to set/reset the passwords.
