Make the "Do not contact" meaningful, remove these people from lists

Although you can choose a "do not contact" for a parent/child relationship, these users still pull on all of the parent contact reports (including the parent directory). "Do not contact", and all users marked deceased should not pull up on a report for student contacts.

    there should also be a red flag for office workers... so if the student is looked up in the system then it warns them that that person should not be allowed access to their child.
